It is hard to believe that as recently as 2001, we faced a $5.6 trillion ten-year surplus projection. Today, the picture is far different. Revenues are now down to 16.3 percent of GDP their lowest level since 1959. Spending has also contributed to the deficit. If we look at total Federal spending as a percent of GDP, we can see that spending has gone up in the last few years primarily for defense, homeland security, and the response to September 11 but that it is still below the levels experienced from the mid-1970's through the mid-1990's. In fact, under current policies, spending would be about 20.1 percent of GDP in 2014, down from the 23.5 percent of GDP reached in the early 1980's.
